Structure and Sponsoring Nations

The Civil-Military Co-operation Centre of Excellence (CCOE) consists of 4 branches and a Command Group including the Secretariat.

Structure of the CIMIC COE

  • * Directorate including Secretariat, Legal Advicer and Budget and Finance Controler
  • ** P&C including Public Information Office and a liaison officer to ACT
  • *** SPT include Personnel & Organization Office, Communications & Information System Office and Logistic Office


  • The Planning and Coordination (P&C) Branch plans and coordinates all internal and external activities of the CCOE and is responsible for customer relations. The Concepts, Interoperability and Capabilities (CIC) Branch creates studies, analyses and advises in regard to NATO CIMIC, contributes to the further development of NATO CIMIC policy and delivers Subject Matter Expertise (SME).

    The Training and Education (T&E) Branch conducts courses and supports customers in the field of education and training

    Support (SPT) Branch enables the other Branches to deliver their products and gives internal support.

    The manning is done by the 5 Sponsoring Nations as follows (alphabetic order):

    • The Kingdom of Denmark
    • The Federal Republic of Germany
    • The Republic of Latvia
    • The Kingdom of the Netherlands
    • The Republic of Poland

    In the manning an expansion is already accounted for with 13 posts for future participating Sponsoring Nations in CIC and T&E Branch.

    The Director and Deputy Director of the CCOE

    The two major sponsoring nations of the CCOE, Germany and The Netherlands, provide the personnel in the command function of the agency. Their posts are not nationally flagged in a fixed way, they rotate within the two nations in a three years period.

    Currently, the post of the Director (DIR) is manned by the dutch Colonel Bert Kuijpers, the post of the Deputy Director (DDIR) by the german Colonel Hans-Jürgen Kasselmann.

    The next rotation takes place in July 2009.
