Mr. Stephen E. Henthorne (USA) is a Principal Consultant and Subject Matter Expert, advising in the
major specialty areas of Joint Interagency-Multinational Stability Operations, including CMO (U.S.), CIMIC (NATO),
CMCoord (U.N.), and CIMCO (EU). He currently serves the CIMIC Centre of Excellence, as a Senior Advisor to the Director,
and also to the Core Writing Group for the revision of the NATO AJP-9 (CIMIC) Doctrine.
Stephen is one of the very few American subject matter experts with in-depth concept and doctrinal writing
experience with CIMIC, in both the land and maritime environments; from course and curriculum development through
classroom and functional (field) training and evaluation. He has extensive experience as a senior advisor in a
multitude of global civil-military missions. In addition to a B.Sc. from the College of Emporia, and M.Sc. in
Disaster Management from the Disaster Management Centre, he holds an Diploma in Humanitarian Assistance Operations,
as well as the prestigious United Nations "Certificate-of-Training in Peace Support Operations (COTIPSO)," jointly
awarded by the United Nations Institute for Training and Research and the U.S. Army War College, as well as
the "Certificate in Peace Operations, Policy & Practice," awarded by the U.S. Army Peacekeeping and Stability
Operations Institute. He has co-authored the popularly acclaimed "United Nations CIMIC Training Course (DL),"
serves as an advisor to the King’s College London "War in the Modern World:" (e-learning) Master’s Degree programme,
and is a Fellow of the Royal United Services Institute for Defence and Security Studies in the United Kingdom.
