Civil-Military Fusion Centre (CFC)


What is it?

The CFC is a prototype Information and Knowledge Management (IKM) organization staffed by civilian and military subject-matter-experts with education, organizational knowledge and field experience in the areas of economics, governance, humanitarian assistance, infrastructure, justice and reconciliation, security and social well-being.

What does it do?

It works to facilitate information sharing between NATO forces and interested civil actors (i.e. local government, International Organisations, Non-Governmental Organisations, etc.) to provide a sense of shared situational awareness of a complex crisis. The CFC does this by interacting with applicable actors in the area of interest while also monitoring, gathering, storing, processing, and disseminating, via the Civil-Military Overview (CMO) portal, all relevant information pertaining to a complex crisis. Specific tasks include:

  • engagement with interested civil actors and military organizations in order to facilitate information sharing
  • efforts to de-conflict initiatives in the engagement space in order to facilitate the achievement of the desired end state
  • information and knowledge management products (reports, requests for information responses, newsletters, etc)
What does it look like?

It is a network enabled Civil-Military organization, comprised of specific teams designed to manage the most relevant information pertaining to a crisis situation.


Civil-Military Overview (CMO)


What is it?

It is an internet web portal found at www.cimicweb.org and is the main product of the CFC.

What does it do?

It provides an easy to access venue for information dissemination and sharing among the civilian and military actors operating in the same engagement space. Specifically, it covers:

  • a comprehensive representation of the situation on the ground
  • a highlighting of issues to de-conflict
  • the availability of resources (transportation, relief supplies, etc.)
  • a user-friendly and intuitive Document Handling System that acts as repository for all shared information
What does it look like?

It is an internet website displaying the result of the CFC’s collection and fusion of the relevant crisis information.

How to apply for an account to access the website:

On the website homepage at www.cimicweb.org, you will find “new user” and the button to “request an account”. You are invited to fill in the form, providing a “Sponsor’s” name (a current CMO Account Holder who can validate the request). If you do not have a sponsor, please contact the CCOE or CFC to explain why CFC/CMO is important for you to make use of.
