The CIMIC Centre of Excellence contributes with its civil-military cooperation subject matter expertise to NATO’s policy, concepts and doctrine development on all hierarchical levels.

NATO Policy

The MC 0411: NATO Policy on Civil-Military Cooperation (CIMIC) and Civil-Military Interaction (CMI) aims to enhance NATO military contributions to crisis response by improving NATO’s military ability to interact with non-military actors. It provides political guidance for NATO military bodies and is also aiming to serve as a reference to familiarize other actors with NATO’s policy.

Allied Joint Doctrine

Allied doctrine provides Alliance forces conducting operations and activities with a framework of guidance to achieve common objectives. The CIMIC Centre of Excellence holds the custodianship for Allied Joint Publication AJP-3.19 “Civil-Military Cooperation” which is the NATO doctrine for the planning, execution and assessment of civil-military cooperation (CIMIC) in the context of Allied joint operations. Being the custodian for AJP-3.19 CIMIC Centre of Excellence is appointed to lead the development of the doctrine in close coordination with the Allied Command Transformation.

Besides their leading role in CIMIC doctrine and concept development, CCOE’s subject matter experts contribute to the development of all other relevant allied joint publications in order to safeguard that the CIMIC perspective is adequately represented.

Operational and tactical level

The CCOE’s also contributes to the development of Allied Command Operation’s (ACO) publications for the operational and tactical level. Examples are the CIMIC Functional Planning Guide (CFPG) which is detailing CIMIC contributions to operational planning. And the ACO Manual on CIMIC Tactics, Techniques and Procedures (TTP).
