As we move through an era of growing instability, the fragile relationship between military and civilian actors has never been more critical. But what happens when the very institutions meant to safeguard society are themselves under strain? Can we trust the coordination between military and civilian authorities in a world where conflict, instability, and misinformation threaten to erode the foundations of our societies?
The devastating consequences of failed coordination are well-documented: humanitarian crises, civilian casualties, and prolonged conflicts. But what if CIMIC could be the driving force behind positive change? What if we could unlock the full potential of collaboration, trust, and effective crisis response?
A Sharpened Focus for ACFC25
Building on the achievements of ACFC24, this year’s conference takes a more targeted approach. Under the theme:

We will explore the future of CIMIC capabilities, the role of Multi-Domain Operations (MDO), and the military’s contribution to human security. Another highlight of ACFC25 is the introduction of acaCIMICs, a hybrid platform where military expertise meets academia to advance experimentation, wargaming, and simulations.
In a world of increasing complexity, CIMIC is not just about responding to crises—it’s about anticipating, preventing, and shaping outcomes before they unfold. Even more: We will explore CIMIC from a variety of perspectives—military, civilian, academic, and political—examining how each sector views and influences civil-military cooperation. How can different sectors work together to shape the future of CIMIC in an era of rising uncertainty?
This conference will critically assess whether our current systems, structures, and strategies are truly prepared for the future—or if we are merely giving the illusion of readiness.
