Ukraine – Comprehensive Case Study
After over 1,454 days of conflict, Ukraine’s experience since 2022 emphasises the vital role of Civil-Military Cooperation (CIMIC) in maintaining government stability, safeguarding essential services, and preserving freedom of action amid intense conflict.
This downloadable case study examines how Ukraine coordinated civil–military efforts, collaborated with key sectors, including energy, communications, transport, and logistics, and managed large-scale population movements while ensuring the continuity of crucial services. It offers targeted insights and practical guidance for NATO planning, training, and capability development, including integrating CIMIC into headquarters processes; establishing sustained coordination mechanisms with civil authorities and industry; enhancing civil-environment mapping and data governance; and aligning civil preparedness with NATO’s Baseline Requirements, incorporating emerging resilience priorities within the information and financial sectors.
Produced by the CCOE at the request of NATO Allied Command Transformation (ACT), this resource provides guidance to support decision-making, shape resilience policies, and enhance operational readiness.
Advancing NATO CIMIC Analysis and Assessment Capability: Insights from Tactical and Strategic level exercises
This new CCOE report examines how the NCAAC is applied at both the strategic and tactical levels, drawing on observations and interviews conducted during STDC25 and JOCO25. It captures perspectives from both producers and users of analysis, focusing on current practices and perceived effectiveness.
