NATO CIMIC Higher Command Course

Aim

The NATO CIMIC Higher Command Course (NCHCC) is designed to equip CIMIC personnel from NATO Command and Force Structure (NCS and NFS), as well as non-NATO and non-military personnel, with the skills required to plan and conduct CIMIC activities across the full spectrum of military engagements. This includes operations during peacetime, crises, and conflicts in a modern, complex, and evolving operating environment.

The course focuses on the NATO Operations Planning Process (OPP) and related headquarters staff processes and procedures. The NCHCC adds to students' individual portfolios of knowledge, generating the confidence needed to become effective NATO CIMIC staff members.

Additionally, the NCHCC provides an opportunity for individuals from civil organisations to gain awareness and understand their role within the NATO Comprehensive Approach. By assessing the political-military context and fostering interaction with all involved parties, the course ensures that CIMIC personnel can contribute effectively with their functional expertise to the planning and execution of joint operations.

Subjects of the course

  • Evaluation of the political-military context in the framework of civil-military implications
  • Interpretation of the civil-military environment to identify common interests and the fields of interaction
  • Contrasting civil-military implications in regards to the planning process and the evaluation of the impacts on the civil-military environment
  • Compiling civil-military inputs following staff procedures and supporting the staff synchronisation process
  • Generation of civil-military training and education requirements

Prerequisites

  • CIMIC personnel (OF-3 – OF-6), Master of Civil-Military Interaction students or civilian equivalents
  • Language proficiency: Students must meet the following standards of proficiency in English
    (as described in STANAG 6001):
    listening – good/3, speaking – good/3, reading – good/3, writing – fair/2 o   or civilian equivalents
  • Successful completion of the NATO CIMIC Staffworker Course (NCSWC)
  • By the exception of skipping the NCSWC a completion of the ADL modules ADL 037, ADL 143 and ADL 169 is obligatory

Iterations

The NATO CIMIC Higher Command Course will be conducted in two or three iterations per year. The duration is two weeks.
